"My brother has always had some...dangerous habits, but this was different! He was acting all strange. He kept avoiding me, said that he had all this personal stuff he 'had to take care of'. Next thing I know, he's caught nearly losing his mind in the streets? He almost tore a guy's face off! This new drug...people are saying it can completely transform a person..."

He trailed off.

"...even into something not even human anymore."

Eyes carefully focused on the kid—he couldn't have even been much younger than the chuunin himself, Raiden stood there somewhat deep in thought. For a moment, he looked off into the distance. Mountains, huge towering mountains, like sleeping giants. Peppered amongst the foliage and textured cliffs were gaping crevices and machines, billowing smoke. Fukou, the mining capital of Fire Country. Raiden couldn't help but admire the beauty of nature, but he wondered if he had a strong opinion of it's industrial immolation. Could man really defeat a mountain? The kid's voice faltered to almost a whisper.

"You'll help me won't you? My brother...he's in the hospital now...but the doctors say that there's almost a 100% mortality rate."

The Sanada put his hand on the kid's shoulder, with a smile.

"We'll take care of it."

The boy weakly smiled back, and dismissed himself, quickly disappearing among the bustle of the crowd. Raiden thought for a moment before speaking, turning to his newly assigned partner.

"So, it seems like we don't have much on who is supplying this mystery drug...just that distribution is through the roof, and people don't last very long on it. But, before their organs decompose, they practically lose their minds. It's hard to catch them...but I think our best bet will be to find a dealer, go into cover, and work our way up to the supplier." He paused. He had heard stories about Itsuki Hana, but he had never interacted with her much. Would they be able to work effectively with each other? "Fukou government says they are working on solutions to counter this drug's effects but there's nothing conclusive yet. Although, word on the street is that there's a chemist in town that's figured it out. It seems like he's waiting for the highest bidder, but if we can get our hands on that formula we can start circulating the so-called anti-drug in the hospitals."

This was great, a plan was quickly forming.

"What do you think? One of us can work on eradicating the source and the other can find the solution?"

“That isn’t the scope of our mission, Sanada.”

Hana had watched how he handled the boy. A quick lie, a silver tongue, the notion of there being a greater good… Pah! Maybe the others didn’t remember or particularly care, but the chuunin remembered the monsters that attacked the village, the very ones she fought against. She remembered the ones they hadn’t slaughtered that feigned innocence and retreated back to their den in Konohagakure. She remembered Sanshiro and his immense strength. They were a threat, one that she and many others kept their eyes on.

“We’ll find the supplier or whoever is tainting the product and arrest them, like we were told. Nothing more, nothing less. I can’t risk letting you out of my sight. Let the ones stupid enough to keep doing what they’re doing die. They’re either dumb or oblivious to the numerous warnings Konohagakure has sent.”

She let out a huff. Dressed in standard chuunin attire, save for the ribbons coiled around her limbs to match her flak jacket, she stuck out like a poor thumb. She reached for the headband she had tied around her arms and placed it in one of the pouches before spinning around with a flourish. With the weather being in between the throes of summer and spring, Hana’s attire appeared to change to that of a simple shirt with a pair of jeans. In reality, it was just a subtle henge to make her appear more approachable.

She looked towards her fellow shinobi for a moment, gesturing at him.

“Come on. Our best bet’s the shadier areas, most likely between the scientific district and low income housing. Gangs are more prevalent in the area, and they have access to the weaponry the scientists develop.” She looked at him in a matter-of-fact-way. “There’s a good chance there’s a scientist in cahoots with the suppliers. Or that a scientist owes the supplier’s gang something.”

With a fleeting flutter of his eyes, Raiden flinched. Taken aback. His eyebrows quickly scrunched together, his own emotions bubbling to the surface. It seems that despite the test of time, prejudice seemed to prey on him just as strongly as ever. And no matter how prepared he thought he was, how steel his composure, or patient his hope, hateful words still pierced him in his heart. His form stiffened, and he broke eye contact, if only for a sheer instant of refuge. For a moment, he wrestled with the pain but quickly brought himself to peace.

Honor.

"Very well, then."

He held his tongue. Calm lathered his words.

"Let's hope the scope of our mission may save the most lives, whatever the outcome may be."

He hoped, deep down, that this was at least one thing that they both agreed on.

DANCHI DISTRICT

Fukou City was a thriving industrial giant, towering billows of smoke bellowed from it's great mining limbs which lay outstretched for all to see. The danchi district clung to it's underbelly like a weathered rag, wilted structures and crumbled concrete sagging with poverty and crime. Huddles of old condomoniums crouched, clustered close together, hiding as the sunset began to fall upon them. Evening was upon them, and jagged shadows lined the lonely walkways as the two shinobi passed through.

Eerie silence. Tingling sensation danced from the back of Raiden's neck, falling down his spine. There wasn't a single soul here.

"Wait."

Raiden stopped, lifting a hand to signal to his partner. There it was: a faint, muffled bag of sounds. Yells of pain. A crashing boom resounded—it was much more apparent. The chuunin lifted his head to the nearby condominium.

It was clear they were coming from inside.

“Our scope has already been defined. We’ve been tasked with preventative, not counter measures.” She pursed her lips at the Sanada’s comment. His self-righteous attitude left a sour taste in her mouth. He wasn’t in prison though, which meant he hadn’t been among the Sanada to attack the Hidden Leaf Village. As far as Hana was concerned however, he was guilty by association.

As the two made their way towards the housing district, Hana charmed one of the ribbons wrapped around her. While she had exceptionally keen vision, her eyes weren’t that of the Hyuuga. To compensate, a ribbon would act as her silent ally, totally aware of her surroundings. It meant that an enemy would have a harder time getting a jump on her, and so would her “ally,” if she could even call him that, if he decided to attack her.

Hana kept a close eye on Raiden as the two entered the Danchi District. The layout was familiar to Leaf’s own lower income housing, with condominiums and apartments roughly two to three stories tall scattered throughout, with the occasional small home sprinkled in between. Front doors of the condominiums were disturbingly close together, with most single family dwellings probably not being more than six hundred square feet in total. The further they ventured into the district, the more dilapidated the buildings became, until both chuunin lifted their heads skyward, ears filled with screams of those in the second floor of one such building.

The building itself was in a state of coquettish decay, with a fresh coat of paint trying to hide the splits in hastily constructed concrete and adobe materials that hadn’t seen any repairs in decades. As she looked upward, Hana caught sight of a woman beating on the window, only to be dragged away. Leaping towards the window with no regard for the Sanada's warning, the kunoichi braced herself as she shattered through the glass, thankful for shinobi grade equipment she wore to keep herself safe.

The furnishings of the room were sparse, with a couch and small TV in the living room that she entered. Her eyes traipsed over the room and into the kitchen. Four bodies, covered in blood and effectively eviscerated were scattered across, with two men laying in the kitchen, the woman she saw pulled back into a short, dark hall, and another man strewn across the beige couch, now stained with blood. Their assailants were nowhere to be seen.

She grimaced as she walked across the green carpet, the red stains giving the fabric a kind of eerie holiday feel. She knelt down next to the men in the kitchen to get a better look, only to feel her ribbon tug on her.

When she looked up, two men stood in the hallway, one running towards her, and another towards Raiden. She stood up instinctively, charging chakra into her fist to meet the one running towards her.
