The Art of the Puppeteer is the quintessential knowledge of any shinobi puppeteer. Like standard ninjutsu, there are seven stages of puppet mastery with each stage building on the last. Puppeteers must take at least Kugutsu no Jutsu – Ichi before they can control their puppets. Puppet Augmentations are similar to taijutsu special techniques in that they have no requirements except that they must be taken in ascending order. In addition to the two set Augmentations per stage, each stage has a single free slot. These slots may be filled by the Personal Augmentations at the bottom of this list. Personal Augmentations are rated at a Minimum Stage and may be swapped into any stage of its minimum or higher.

To use this list a character must have Puppeteer as their primary archetype.

Stage One

Kugutsu no Jutsu - Ichi
Requirements: Power 2, Intelligence 2
Description: The most basic level of Kugutsu no Jutsu, the user is able to control a single puppet through the use of chakra strings. These strings are intangible and invisible to anyone without the ability to sense pure chakra (such as a Hyuuga with an active Byakugan or the Aburame's kikai bugs). Attaching strings to a puppet takes an action, allowing a puppet to only defend against attacks the first round that it's active. Controlling a puppet requires both hands and its movements are jerky, but functional. A puppet can move up to thirty feet from its controller – beyond that point, its chakra strings snap and it falls to the ground, inert.

Puppet Augmentations:
[Technique Adaptation] - Junnou no Jutsu
The puppeteer can now channel additional chakra through his strings. He may use any Stage One Global or Village Ninjutsu he knows through a puppet he controls, essentially having the puppet act as the user. Channeling a jutsu this way is a free action, but the puppeteer must still complete any handseals.

[Puppet Senses] - Kugutsu Gokan
Normally, a puppeteer is limited to watching his puppet fight from afar with puppet itself little more than a doll. However, with this technique, he can transform the puppet into a mouthpiece, allowing him send his voice down chakra strings. He can speak through his puppet, the perfect ventriloquist.

Stage Two

Kugutsu no Jutsu - Nii
Requirements: Power 5, Control 4, Reserves 4
Description: The genin level of Kugutsu comes with several benefits. First, chakra strings may now be attach to a puppet near instantly, allowing a puppet to animate and act in the same post. Further, a puppet can now operate up to fifty feet away from its controller, allowing the puppeteer to stay in relative safety.

Puppet Augmentations:
[Technique Adaptation II]
The puppeteer can now use any Stage Two or lower Global or Village Ninjutsu through his puppet.

[Puppet Senses II]
At this level, the puppeteer can now see through the eyes of his active puppet, provided the puppet has them. However, visual information from two sources is overwhelming, so the puppeteer must close or cover his eyes while looking through his puppet's. He can continue to control a puppet while using this technique.

Stage Three

Kugutsu no Jutsu - San
Requirements: Power 8, Control 8, Reserves 6
Description: At this stage, the first major breakthrough is accomplished – a puppeteer can now control a puppet with a single hand. While this frees up his other hand to use other items, it doesn't allow him to control a second puppet. Control may be maintained up to seventy feet away.

Additionally, the puppeteer can create chakra strings to attach to non-puppet objects, which requires one hand. While this doesn't provide any control over them, he may choose to make these strings tangible, creating rudimentary trip wires and traps. Strings used this way fade after one post.

Puppet Augmentations:
[Technique Adaptation III]
The third level of Technique Adaptation allows the Puppeteer to use Stage Three Global or Village Ninjutsu. Additionally, the puppeteer may choose a single other ninjutsu or genjutsu list he knows – he may now use Stage One of that list through his puppet. To use genjutsu, a puppet must complete all necessary triggers.
Note: Kugutsu Gigei (Puppet Arts) does not need to be chosen to use its techniques on puppets.

[Puppet Senses III]
Now, the puppeteer can hear sounds made within fifteen feet of his active puppet. These sounds are slightly muted and do not transmit the affects of sound-based jutsu. The puppeteer can also see through his active puppet while keeping his own eyes open, but is only vaguely aware of his own surroundings while doing so.

Stage Four:

Kugutsu no Jutsu - Shi
Requirements: Power 12, Control 11, Reserves 10, Tactics 12
Description: The puppeteer can now control up to two puppets at once, one with each hand, and the distance between himself and any single puppet is increased to ninety feet. Additionally, chakra strings attached to other objects now last for two posts and a puppeteer can connect to three different objects at once.

Puppet Augmentations:
[Technique Adaptation IV]
The fourth level of Technique Adaptation allows the puppeteer to utilize any Global or Village Ninjutsu up to Stage Four that the user knows as well as the second stage of the list chosen in Technique Adaptation III.

[Puppet Senses IV]
The puppeteer can now clearly discern sound around thirty feet of his puppets, though retains immunity to any sound-based technique that only targets him via one of his puppets. He may also see through the eyes of a single puppet while maintaining complete awareness of his own surroundings, able to process both sets of visual information at the same time. The puppeteer can switch which puppet he sees through once per post.

[Open Personal Slot] – Stage Four

Stage Five:
Kugutsu no Jutsu - Go
Requirements: Power 17, Control 16, Reserves 16, Tactics 15
Description: The puppeteer can now control two puppets with a single hand, though as before this does not allow him to control more than two at a time. Puppets can operate up to 120 feet away from the puppeteer. With a free hand, the user can create and attach up to six different chakra string lines at once which last up to three posts, allowing the creation of elaborate traps.

Puppet Augmentations
[Technique Adaptation V]
The fifth level of Technique Adaptation allows the puppeteer to use up to Stage Five Global or Village Ninjutsu through his puppet. Further, he may also use up to Stage Three in his chosen list.

[Puppet Senses V]
The puppeteer can now process visual information from up to two of his puppets simultaneously if he closes his own eyes at the same time. Sound detection has increased to forty-five feet and amplifies quiet noises, allowing the puppeteer to hear whispers clearly.

Stage Six

Kugutsu no Jutsu - Roku
Requirements: Power 21, Control 20, Reserves 19, Tactics 17, Intelligence 15
Description: The sixth stage of the puppetry technique carries the final major breakthrough – the ability to control three puppets at once. The puppeteer's understanding of the technique is such that he can control three puppets spread over two hands, roughly three strings per puppet. These puppets can be controlled up to 140 feet away. Additionally, up to twelve strings can be cast with a single hand, each lasting for three posts.

Puppet Augmentations:
[Technique Adaptation VI]
The next level of Technique Adaptation allows the puppeteer to use up to Stage Six Global or Village Ninjutsu through his puppets as well as Stage Four in his chosen list.

[Puppet Senses VI]
The puppeteer can now process visual information from two of his puppets while also processing visual information from his own eyes. If he closes his eyes, he can see through all three puppets at once. He can hear without sixty feet of any of his puppets, provided the sound is within human hearing.

Stage Seven

Kugutsu no Jutsu - Shichi
Requirements: Power 30, Control 27, Reserves 26, Tactics 22, Intelligence 20
Description: This level is considered the mastery of the Kugutsu no jutsu, and the puppeteer is granted the title Kugutsushi. With the combination of complex mental commands and intricate finger movements, a puppeteer at this stage can control three puppets with a single hand, freeing up his other hand for laying strings or using other weapons. Puppets can maintain a distance of up to 160 feet. The puppeteer can place twenty-four chakra strings, which last for three posts.

Puppet Augmentations:
[Technique Adaptation - VII]
The seventh level of Technique Adaptation allows the Puppeteer to use Stage Seven Global or Village Ninjutsu through his puppets as well as a up to Stage Five of his chosen list.

[Puppet Senses – VII]
The puppeteer can now process visual information from all of his puppets while also processing information from his own eyes. The radius of sound detection hasn't increased, but the puppeteer can pick out even minute sounds from the din of sound coming through all his puppets and focus on it to the exclusion of other sounds, making him an excellent spy.

Personal Augmentations

Distance Master
Minimum: Stage One
This technique doubles the distance a puppeteer can be from his puppets. Distance is based on the highest level of Kugutsu no Jutsu the user possesses.

Deadly Strings
Minimum: Stage One
With this technique, the user can temporarily make his chakra strings sharp. Effectively, for a single post, all chakra strings the puppeteer is maintaining (including those leading to puppets and those to inanimate objects) are treated as razor wire. While this technique is active, chakra strings become visible to the naked eye.

Heavy Puppetry
Minimum: Stage Two
The puppeteer has learned how to create truly massive puppets. When this augmentation is taken, the user designates or creates a Large puppet. That puppet is now considered Giant and further increases its Strength and Stamina by 10 each. This puppet can have Giant sized parts, which can have up to 5 slots.

This augmentation may be taken multiple times, each time applying to a different puppet.

Enhanced Puppet Senses
Minimum: Stage Two
Attaining a new level of craftsmanship, the puppeteer is able to modify a single puppet for more detailed spy work. Upon taking this augmentation, the user designates or creates a single puppet, which is now considered Enhanced. An Enhanced puppet has eyes all over its body, allowing a puppeteer who can see through puppets to see 360 degrees around that puppet. Additionally, with any level of Puppet Senses, the puppeteer can use the senses of smell, taste, and touch through his puppet as though it were his own body, processing that information alongside his own senses without trouble. All these senses contain failsafes – if a sense would harm the puppeteer, the sense instead cuts off (so smell is disabled when in the presences of noxious fumes).

This augmentation may be taken multiple times, each time applying to a different puppet.

Technique Mastery
Minimum: Stage Three
Requirements: Technique Adaptation III
The user is a master when it comes to channeling his own jutsu through his puppets. In addition to Global and Village Ninjutsu and the single list normally available from Technique Adaptation, the user immediately learns how to use another list. This second extra list can be used at the same rating as the original non-Global/Village list. Thus, with Technique Adaptation III, the user can use Stage Three Global/Village Ninjutsu and Stage One from two other ninjutsu or genjutsu lists through his puppet.

Puppet Agent
Minimum: Stage Three
When learning this augmentation, the user designates or creates a single puppet, which is now considered an Agent. Controlling Agents is supremely easy for the puppeteer that created them to the point where he can do so without even moving his fingers. Of course, Agents must stay connected to their controllers by strings, but are controller with mere thoughts and impulses rather than motions. Thus, while a puppeteer is giving an Academy lecture, his Agent could be carrying out an assassination.

This augmentation may be taken multiple times, each time applying to a different puppet.

Additional Puppet
Minimum: Stage Three
The puppeteer is a prodigy when it comes to managing multiple puppets at once. As the name suggests, the puppeteer can now use an additional puppet above and beyond the number usually afforded to him by Kugutsu no Jutsu.

Puppet War Machine
Minimum: Stage Four
Normally, puppets act as additional bodies to assist their controller. However, upon taking this augmentation, the puppeteer can designate or create a puppet which is considered a War Machine. All War Machines are built to cover the puppeteer, some like armor and some like mobile weapon platforms. War Machines are exceptionally durable and gain a bonus of +5 Stamina.

This augmentation may be taken multiple times, each time applying to a different puppet.

Lifelike Puppet
Minimum: Stage Four
No longer dummies or dolls, this augmentation allows a puppet to appear indistinguishable from a human. Upon taking this augmentation, the puppeteer can designate or create a puppet which is considered Lifelike. A Lifelike puppet can affect itself with an advanced kind of henge that perfectly mimics human life – the puppet sweats, bleeds, has a pulse, and so on. This can't mask a puppet's Size, so a Large or Giant puppet looks like a huge man while a Small puppet might appear as a child. While appearing human, puppets still have no personality or will and remain direct extensions of the puppeteer.

This augmentation may be taken multiple times, each time applying to a different puppet.

Technique Virtuoso
Minimum: Stage Four
Requirements: Technique Adaptation III
With some extra training, the puppeteer has truly advanced his ability to use jutsu through his puppets. From now on, any list he could use through Technique Adaptation or Mastery is treated as though it were Global Ninjutsu for determining stage limits. Thus, with Technique Adaptation III, the puppeteer could use Global and Village Ninjutsu and a single other list at Stage Three through his puppets. He is still restricted by list number.

Additional Puppet II
Minimum: Stage Five
Requirements: Additional Puppet
The puppeteer is a prodigy when it comes to managing multiple puppets at once. As the name suggests, the puppeteer can now use two total puppets above and beyond those afforded to him by Kugutsu no Jutsu (max of five puppets at once).
